Main Project Features

The study's objective was to evaluate competition and performance in civil works contracts within the World Bank's Kazakhstan portfolio. The project sought to identify the factors and barriers affecting the participation of large Kazakhstani and international civil contractors in bidding opportunities and examine the obstacles to the successful completion of World Bank-financed civil works contracts in the country.

Activities Performed

Designed and organized an online survey with 100+ respondents, addressing competition and procurement issues in World Bank- and government-funded civil works contracts in Kazakhstan. Conducted focus group discussions and individual interviews with selected stakeholders, including representatives from the Roads Committee and the Water Resources Committee under the Government of Kazakhstan. Prepared a comprehensive study report, covering procurement and contract performance aspects, and analyzed the gathered data. Formulated recommendations for improvement based on the findings and prepared presentations for the World Bank and the Government of Kazakhstan.
