Main Project Features
The scope included several consecutive assignments to assist and facilitate the municipal authorities of Astana in the formulation of development and reform programmes for their respective subsectors of the city’s economy.
Activities Performed
In close collaboration with the departments of public utilities, energy, passenger transport, and roads of the Mayor of Astana and relevant municipal enterprises, Mr. Yershov has led, coordinated, and facilitated the program design and budgeting process, consolidated inputs from individual stakeholders and prepared the following program documents: (i) Astana Landscaping Development Concept for 2007 – 2030; (ii) Astana Public Utilities Reform Programme for 2007 – 2009; (iii) Astana Transport Infrastructure Development Programme for 2007 – 2015; (iv) Astana Road Safety Improvement Programme for 2007 – 2009; (v) Astana Energy Efficiency Improvement Programme for 2008 – 2015; and (vi) Astana Street Lighting Development Concept for 2009 – 2011. All these programmes have been subsequently approved by the chamber of representatives (Maslikhat) of the city and adopted for implementation.
