Main Project Features

The overall objective of this EBRD-financed study was to provide the Kazakhstan Ministry of Finance and the Ministry of Transport assistance in the preparation, launch, and implementation of the tender and in the negotiation of a pilot privately financed transport project in the country.

Activities Performed

Led a team of 6 national experts and acted as project planning and financing specialist to deliver the following project outputs: (i) review of existing documentation on PPP initiatives; (ii) review of technical and economic feasibility studies for road projects to be considered for private financing or PPP; (iii) review of the market for potential bidders and negotiate with local investors on possible financing of infrastructure projects in Kazakhstan; (iv) cost and benefit analysis of standard public procurement project; (v) definition of public sector comparators; (vi) full construction costs table; (vii) full land acquisition cost table; (viii) assumptions and forecast of inflation rate; (ix) conducted negotiations with local investors on possible financing of infrastructure projects in Kazakhstan; and (x) assistance in conducting discussions of recommendations to the Government on the optimum financing structure with the representatives of the Government and EBRD.
