Main Project Features

The project aimed to formulate a comprehensive program for the development of transport infrastructure and provide directions for institutional and policy reforms in the transport sector of Kazakhstan to year 2025, including roads and road transport, railways and rolling stock, airports, and air transport, seaports, and inland waterways. Policy documents and detailed action plans (Road Map) were prepared with annual budgets for each activity and a set of quantitative indicators for each subsector and each action.

Activities Performed

Took charge of overall leadership and coordination within the project team. Conducted a comprehensive SWOT analysis of the road subsector and a PESTEL analysis of the broader transport sector. Leveraged expertise to contribute to key aspects of the project, including: (i) defining development goals and objectives for the road sector until 2025; (ii) formulating and budgeting detailed actions necessary to achieve the development goals of the transport sector as a whole, with a particular focus on the road sector; and (iii) determining investment priorities for each subsector, including national and regional roads. Assumed responsibility for drafting all road subsector-related chapters of the Program and spearheaded the preparation of the consolidated draft Program and Implementation Action Plan. Presented the final document to the client and actively participated in high-level reviews and discussions with government officials. As a result of these efforts, the government officially adopted the program in December 2019.
