Main Project Features

The study aimed to develop a long-term transport strategy for the country covering all four transport modes (roads, railways, water, air) and extended to public transport, including collecting and analysing the data, legal documents, institutional capacity, and financing schemes in all four sectors. This included preparing an investment master plan based on the findings of an analysis of the current situation, condition of transport infrastructure, surveys, viewpoints of government representatives, and transport sector capacity in terms of people, infrastructure, and available financial resources.

Activities Performed

Led and managed the team of national experts and provided coordination with the team of international consultants in the execution of the following activities: (i) review of the current condition of the four transport subsectors (railways, roads, airports, sea and river ports); (ii) formulating key principles for the development of transport sector in Kazakhstan including measures to improve governance, budgeting, planning and quality of road projects; (iii) formulation, economic and financial assessment of major infrastructure project in the four transport subsectors of the country; and (iv) developing an economic model and preparing a 15-year investment plan for the transport sector (including major infrastructural investment projects for road sector).
