Main Project Features
The Investment Programme has included a component designed to improve the routine maintenance system in Kazakhstan. The project was to provide an advisory service to recommend a suitable routine road maintenance system for Kazakhstan and develop road maintenance works performance standards, outsourcing system, and improve the efficiency of Kazakhavtodor (state-owned road maintenance contractor).
Activities Performed
Leading the team of national experts to (i) study the best practices in outsourcing of road maintenance in the world under similar climatic conditions including means, methods and unit costs of routine maintenance; (ii) examine maintenance operations (existing and planned) on category I and II roads; and (iii) define the roads where no routine maintenance has been performed within the recent years. Contributed to the assessment of road maintenance requirements of each oblast road network and helped to identify the road maintenance funding gap between the budget and the requirements.
