Main Project Features

The project included the rehabilitation of several sections of Almaty-Astana road (Almaty-Gulshan and Akchatau-Karaganda sections, about 400 km in total). The road sections were 2-lane with double-layer asphalt concrete pavement. Works included several large bridges. Civil works were executed by foreign contractors.

Activities Performed

Contributed to preparation of bid documents for civil works and consultancy services contracts under IFI procurement rules and participated in bid evaluation. From 2000 headed the World Bank Project Implementation Unit comprising five local consultants (highway engineer, procurement specialist, disbursement specialist, contract/legal specialist and accountant). During 2002-2003, as WB transport sector consultant, coordinated project activities between EA, WB, contractors and consultants. Prepared terms of reference and ensured launching three institutional components of the project including: (i) institutional strengthening of Roads Committee; (ii) improvement of Road Transport Policies and Regulations; and (iii) improvement of Road Safety.
