Main Project Features
The ADB-financed assignment supports the development of integrated, efficient and sustainable port, shipping and logistics connectivity along the Trans-Caspian International Transport Route (Middle Corridor), focusing on Azerbaijan, Georgia and Kazakhstan. The study assesses regional trade flows, corridor performance, port and maritime infrastructure, rail–port interfaces, multimodal logistics services, institutional arrangements, and regulatory frameworks. It identifies infrastructure and operational bottlenecks, policy and governance constraints, and opportunities for stronger cross-border coordination and private-sector participation. The assignment aims to develop practical recommendations and a prioritised investment pipeline to improve multimodal connectivity, corridor competitiveness, operational resilience and regional trade integration under the CAREC framework.
Activities Performed
Responsible for the regional trade, policy, regulatory and governance components of the assignment. Conducted stakeholder consultations and field assessments in Azerbaijan, Georgia and Kazakhstan, engaging with government authorities, national railway companies, port administrations, terminal operators, shipping and logistics companies, and private-sector representatives. Reviewed regional trade patterns, freight and container flows, corridor performance, port–hinterland connectivity, cross-border transport arrangements, and existing and planned infrastructure investments. Assessed institutional responsibilities, regulatory frameworks, trade facilitation mechanisms, digitalisation initiatives, and regional coordination challenges affecting multimodal operations. Consolidated stakeholder findings, identified policy and institutional gaps, and developed analytical inputs and recommendations for improved corridor governance, regulatory alignment and investment readiness. Contributing to the study's interim findings, policy recommendations and final technical report in coordination with the international multidisciplinary team.
