Main Project Features

The ADB-financed assignment supports the development of implementation arrangements for the 240-km CAREC Corridor 2 Karakalpakstan Road in Uzbekistan. It covers toll-road design standards, corridor operating concepts, legal and regulatory requirements, institutional responsibilities, operation and maintenance arrangements, tolling systems, and roadside service facilities. The assignment aims to improve corridor performance, road-user services, safety, implementation readiness, and the long-term operational and financial sustainability of a strategic CAREC route serving domestic and international freight and passenger movements.

Activities Performed

Co-led the assignment and stayed hands-on with the technical work across all major components. Drafted the Toll Road Design Standards document, covering corridor operating concepts and reference design requirements across highway engineering, tolling, traffic operations, road safety, maintenance, institutional responsibilities, and user services. Played a major role in shaping the legal and policy framework, tolling strategy and tariff policy, financial viability assessment, toll collection and operations, customer service and data management, preliminary road design and cost estimates, maintenance strategy, capacity-building work, and the final consolidated report. Brought together input from highway, transport, tolling, legal, regulatory, and other specialists, turning technical findings, operational constraints, and stakeholder feedback into practical recommendations for ADB and the Committee for Roads. Also supported consultations, quality assurance, reporting, pulling deliverables together, and stepping in as Acting Team Leader.
